In the early 21st century the Ukrainian society civilizational modernization is far from being over. The current task is to acquire the modern European society model, the society that has overcome the negative attitude to the past and has liberated itself from the utopias concerning the future. The nation has to have an intensive intellectual life and a corresponding infrastructure, whose backbone in the 21st century is formed by the system of authentic universities.
The author comes to a conclusion that universities have to realize, fully and responsibly, their mission in the post-industrial world in the third-wave university context, to search for convincing responses to the challenges of time, and, at the same time, must remain the centers of spirituality, culture and the free value-related self-determination of people.

This article is dedicated to the topic of instructing academic integrity in the university libraries. Nowadays this topic is very important among university librarians in Ukraine as the Academic Integrity Movement came to our country. A model of such possible course is presented in this article. This course can work for Ukrainian university libraries in terms of the project Strengthening Academic Integrity in Ukrainian Higher Education Program.

The article deals with the potential of the systemic organizational culture in public management regarding the issues of territorial communities. The authors also give their own opinion on the sociocultural model of management processes of organizational changes in state agencies and local authorities, and also in non-governmental organizations associated with the formation of capable local communities.

This paper is aimed at the impact of particularism in political decision-making. It is argued that political decisions are particularistic according to the goal and circumstances, in which they are made. It is still unclear, which consequences – good or bad – particularistic component of political decisions may lead to. The focal question is to what extent the particularism in political decisions can help in resolving social problems or does harm to society. In the framework of the network analysis, the article presents organizational and procedural examples of particularism predominance and political means of its balancing. As an illustration of a completely particularistic system by institutional and practical means of decision-making, the case of Ukraine is showed. It is ascertained that the dominance of particularism in political decision-making can lead to ambivalent effects: being highly destructive for the stability of the system it can be saving for democratic modes of governance.
